[Shows Haro blasting a hundred Mobile Suits with his/her/it/thing's Super Charge Laser Blast of Uber-Destruction and Ridiculously Severe Optical Epileptic Seizures and Bright Bright Bright Scintillating Colors!!!]
[Scene Change to Exterior of a ZAFT PLANT facility. Haro flies towards it until he/she/it/thing becomes too small to detect... and then the PLANT explodes!!!!!!!]
[Scene Change to Interior of the Archangel, for some reason instead of the original cast there's a hundred Ultraman clones shooting funny-cheesy-looking laser pistols before every one of them is vaporized as Haro destroys the ship one deck at a time!!]
[Suddenly the entire scene changes to a game of Pac Man... until Haro bursts out from the center, sending Pac Man and the villainous ghosts flying off-screen!!]

but anyways i love too many evil people to pick a favorite the others would be jalous and when evil people get jalous they kill the person they are jalous at and that would mean one badguy less and i dont think i would survive that I CAN'T LIVE WITHOUT EVILNESS evilness and randomness

but if i really had to choose i would choose uhm uhm uhm... gaara no wait gin no no no kanone or hizumi no not hizumi he killed kanone it's to hard to choose so i won't^^

I don't know about best but one of my favorites is The Laughing Man from Ghost in the Shell. You can't go wrong with a baseball-wearing smiley face!
