As someone who never ever watched DB - can someone please explain the joke?

I have no idea if there's any DBZ joke in that.... I just found the "His power is maximum" to be strangely HILARIOUS.
But I'm weird that way, like the rest of my siblings. I went to 'Twilight' in the theater with my lil' sis, and we both were busting a gut in all the most serious parts..... pretty sure we almost got kicked out of the theater, but MAN. How could you NOT find that poorly acted crap funny??

Actually in all fairness, a lot of people don't know CPR, I've heard one guy say, when someone is dying >< . You do need to check if there is no pulse or breathing coming from the person, before proceeding. You're all good
