He does but the police said this to the director : "You know he could blow up the entire school." He thought : " i could blow up the entire city if i wanted to." and well i does happen many times you just don't hear same probobly for your school raine-chan

He was both but he didn't plan on blowing up the entire city he just could do it if he wanted too i don't know why he had all the materials if he didn't want to blow up everything
